About this opportunity

The Defense Logistics Agency (DLA) Aberdeen, on behalf of the Army Integrated Logistics Supply Center, is conducting a market survey to procure a digital computer (NSN 7021-01-675-4790) for the AN/MSQ-135 Mobile Tower System (MOTS), a rapidly deployable air traffic control tower and airfield lighting system. This pre-solicitation notice is issued for planning purposes to identify potential vendors capable of supplying a replacement component that can meet form, fit, and function requirements for the existing system. The government does not possess technical data packages or detailed specifications for the referenced part, requiring vendors to demonstrate engineering qualifications and technical capabilities through a detailed Contractor Questionnaire. Key evaluation criteria will include company background, past performance, engineering qualifications, supply chain management capabilities, obsolescence handling procedures, and ability to meet government delivery requirements. Potential respondents must submit their questionnaire responses by February 13, 2026, with this notice serving as an advance indication rather than a binding commitment to procure.

This opportunity carries no set-aside designation and represents an open competition. The previous vendor supplied 14 units through delivery order SPRBL124F0119 on July 5, 2024; however, those components experienced multiple loading issues, necessitating identification of an alternative supplier. The government estimates an initial production requirement of 5 units, though this quantity is not guaranteed and final requirements will be determined at the time of formal solicitation. No specific award value or budget range has been disclosed in this pre-solicitation notice. The market survey serves as a critical planning tool to establish baseline vendor capabilities before the formal solicitation is released, allowing the government to better understand supply chain options and technical feasibility for this specialized military air traffic control system component.

The Government does not possess the technical data package (TDP) for the parts. The TDP is not available for release.

The circuit card assembly was last purchased on 07/05/2024 through delivery order SPRBL124F0119 for a quantity of 14ea.

However, it was determined that we will need to work with another vendor to identify a legitimate replacement. The previous part number purchased had multiple issues when trying to load the laptops into the MOTS.
