About this opportunity

The U.S. Army Contracting Command at Picatinny Arsenal is conducting a market survey to identify potential sources for producing 120mm Advanced Tungsten Armor Piercing, Fin Stabilized, Discarding Sabot with Tracer (APFSDS-T) KE-W A4 cartridges. Interested manufacturers must submit a detailed technical solution description, including design experience, production and testing capabilities, and technical drawings by February 3, 2025. Offerors are required to register with the U.S./Canada Joint Certification Office and submit a signed DD 2345 Military Critical Technical Data Agreement form and a Non-Disclosure Agreement to access the performance specification. The government emphasizes a preference for a technical solution requiring no additional development effort.

The market survey is not a formal solicitation and does not obligate the government to issue a contract or compensate participants for their submissions. There are no specific set-aside designations for this opportunity, and the procurement is classified under NAICS code 332993 for Ammunition Manufacturing. Contractors must be prepared to navigate complex export control requirements, including applying for necessary export licenses to share data with potential foreign subcontractors. The procurement is a one-time buy with technical data subject to restrictions under the Arms Export Control Act and Export Administration Act. Interested firms must submit all requested information electronically to emmanuel.f.perez.civ@army.mil and erick.d.martins.civ@army.mil within 30 days of the publication date, with the understanding that this survey is purely for acquisition strategy development.
