About this opportunity
The Department of the Army National Guard seeks operation and crewing of Mark VI patrol boats in support of Exercise Northern Strike at Alpena Combat Readiness Training Center, Michigan, with proposals due July 8, 2026 and questions due July 1. This is a total small business set-aside with NAICS 488390 (Other Support Activities for Water Transportation).

Operations will include point-to-point transits, station keeping, day/night operations, target simulation, insertion/extraction support, and high-speed maneuvering on Lakes Huron and Michigan. The contractor shall operate up to two Mark VI patrol boats (Vessels 1205 and 1206) staged at Calcite Quarry Port in Rogers City, Michigan.
The contractor must provide a minimum crew of one Captain (U.S. Coast Guard licensed Master for vessels of at least 100 gross tons with minimum 5 years experience on similar jet-drive high-speed patrol craft), one Engineer (certified marine diesel mechanic with minimum 5 years experience with diesel engines and waterjet propulsion), and one Deckhand (minimum 2 years experience on similar vessels). Acceptable Quality Levels include zero safety violations for boat operations, not more than one late arrival per calendar year for vessel transits, and 100 percent compliance with pre-underway operational checklists.
The Government intends to establish one firm-fixed-price BPA but reserves the right to establish multiple BPAs. The BPA will run five years from July 1, 2026 through June 30, 2031, with each individual call not to exceed $150,000. The initial Northern Strike 2026 operation spans August 3–14, 2026, requiring 10 days of boat operations at a unit price to be quoted by offerors, plus two storage transit line items and travel costs reimbursed per Joint Travel Regulations. Evaluation criteria include price, boat captain credentials and applicable licenses, and past performance on equivalent government or civil contracts; lack of past performance does not preclude award. Offerors must be registered as active in SAM at time of award. Service Contract Act prevailing wage rates apply per Wage Determination 2015-4873, Revision 32.
