About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting technical services to support Maritime Operations Center (MOC) operations through a Request for Quote (RFQ) for MOC Support Services. The procurement seeks a contractor to provide expert support for force development, warfighting capability analysis, and systems wholeness improvements across operational-level warfare functions. Key contract requirements include managing the Fleet MOC Standardization Council Requirements Working Group activities, developing the Operational Level of War/Maritime Operations Center Integrated Prioritized Capabilities List (OLW/MOC IPCL), coordinating gap solutions with MOC stakeholders, and providing subject matter expert support in maritime command and control, integrated maritime fires, and ballistic missile defense. Personnel must possess secret security clearances and demonstrate experience with Navy operational-level warfare processes and command and control systems. The deadline for quote submission is December 15, 2025, at 10:00 AM, with performance scheduled from January 9 to May 8, 2026.
This procurement is designated as a small business set-aside, with an estimated contract value of $25.5 million. KCG Engineering Group, Inc. has served as the incumbent contractor since 2017 and is being considered as a sole source for a bridge contract to ensure continuity during the transition to a competitive follow-on award. The four-month base period of performance will be conducted in Suffolk, Virginia, under the Engineering Services NAICS category (541330). The contract will be funded through FY26 Operations & Maintenance, Navy (O&M,N) appropriations, and applicable Service Contract Act wage determinations for the Suffolk, Virginia area and surrounding counties will apply to this procurement.
Notice text
This solicitation is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the FAR 13.106-1(b)(1)(i) using procedures at FAR Parts 12 and 13.
Navy Maritime Operations Centers (MOCs) were developed as an Operational-level of War (OLW) Navy component commander (NCC) and numbered fleet commander (NFC) warfighting capability to be organized, trained, manned, and equipped to support commander’s decision-making and set conditions for operational command and control (C2) of naval, joint, and combined forced. The Chief of Naval Operations (CNO) established the MOC Standard to deliver fully interoperable MOCs that can execute common missions, functions, and tasks (MFTs) in support of combatant commanders.
The primary objective of this requirement is to provide a broad range of technical services to support force development, and address warfighting capability and systems wholeness gaps across the spectrum of OLW/MOC functional areas by coordinating and tracking OLW/MOC stakeholder efforts and provide expert recommendations to advance future OLW/MOC warfare capabilities. Tasks include, but are not limited to, the overall management of FMSC Requirements Working Group (WG) activities - to include development of objectives, agendas, conference planning, scheduling, facilitation, and recorded summary of key findings, recommendations, and decisions; production of the OLW/MOC Integrated Prioritized Capabilities List (IPCL), from initial development to signature; and development of gap solutions, in coordination with MOC stakeholders, for Program Operating Manual (POM) submission.
Performance consists of a four-month base period of performance.
