About this opportunity

The U.S. Army Corps of Engineers, Vicksburg District is seeking marine traffic controller services to support Mat Sinking Unit revetment operations along the Mississippi River. The procurement requires two marine traffic controllers on separate contracts who must possess current Master Pilots licenses, familiarity with the New Orleans/Baton Rouge Pilots Association, and at least four years of verifiable marine traffic control experience. Contractors will be responsible for managing vessel traffic, maintaining safe operating conditions, coordinating navigation, working 12-hour shifts, and maintaining proper documentation throughout the revetment season. The evaluation will be based on capability, past performance, and price, with the award going to the lowest-priced quote that meets all technical requirements. This request for quote under solicitation number W912EE25QA0023 has a response deadline of July 31, 2025, just seven days after the posting date of July 24, 2025.

This procurement is designated as a 100% total small business set-aside under NAICS code 488330 (Navigational Services to Shipping) with a size standard of $47 million. The base contract covers 720 hours of work scheduled from November 3 to December 4, 2025, with two additional option periods of 720 hours each to be exercised at dates determined later by the government. The solicitation will result in firm-fixed price contracts conducted under FAR Parts 12 and 13 for commercial items and simplified acquisition procedures. Performance will take place in Vicksburg, Mississippi, with contractors required to demonstrate their capability through past performance references and technical documentation. No incumbent contractors or specific budget ranges are identified in the solicitation materials, though the structured timeline suggests this is a recurring seasonal requirement for the Corps of Engineers' river maintenance operations.
