Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for quote (RFQ) N32253-21-Q-0014 with the intent to award a Firm Fixed-Price contract to provide Marine Chemist services for approximately 20 jobs throughout the year for all ships and submarines undergoing maintenance work.  The services shall include performing an inspection of tanks or piping for the purpose of certifying the area is safe to perform subsequent work operations. 

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 for Ship Building and Repairing. The small business size standard for this NAICS code is 1,250 employees. The Product Service Code is R425, Engineer and Technical Services.

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2021-05, DFARS 02/24/2021, and NMCARS 18-17.

Please note the following: 

  • This is a total small business set aside. The Government intends to issue a single-award with base period and four one-year option periods.
  • Submit written offers in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted.
  • All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).
  • FAR 52.212-1, FAR 52.212-2, FAR 52.212-4, FAR 52.212-5, and FAR 52.204-2 applies to this procurement.
  • Contract award will be in accordance to 52.212-2 as stated in the solicitation. 
  • Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation.
  • Offers need to include a completed copy of the provision at FAR 52.204-24, 52.204-26, and 52.212-3.
  • Offers need to complete the top portion of DD Form 254 (Attachment D of the solicitation).

Quotes are due to this office no later than 04 JUN 2021, 0900 HST.

Quotes must be sent via e-mail to both the primary and secondary points of contact.

Offeror questions pertaining to the Request for Quote N32253-21-Q-0014 are due by 0300 PM HST, three (3) calendar days after release of the solicitation. The Government is not obligated to answer questions submitted after this common cut-off date. All questions regarding the solicitation shall be submitted in writing via email to POCs.
