About this opportunity
The Maritime Administration issued a Request for Information on August 21, 2026, to assess U.S. maritime industry capability to deliver up to 10 newly constructed, coastwise-endorsement-eligible Roll-on/Roll-off vessels under a time charter lease structure, with responses due by 5:00 PM PDT on August 31, 2026. This is information gathering only and does not constitute a solicitation or commit the Government to contract.
MARAD seeks to identify qualified sources capable of building vessels exclusively in U.S. shipyards and structuring 20-year lease arrangements—either as a single fixed term or as consecutive five-year firm periods with renewal options—subject to congressional approval. The Government requires a purchase option during or after the lease term. Vessels must meet specific technical requirements: 211 meters length, 32.3 meters beam, 8.5 meters design draft, accommodation for 48 personnel, 12,500 kW main engine propulsion rated for 19 knots full speed and 12,000+ nautical mile range, and bow and stern thrusters for independent maneuvering.
Respondents must address 11 detailed questions covering cost drivers, financing options (including Title XI and Capital Construction Fund programs), termination liability, federal credit support, vessel activation timeframes, insurance allocation, readiness standards, and commercial revenue generation potential between military activations. Capability statements are limited to five pages and must include company information (name, address, CAGE code, UEI number, and points of contact). All responses are submitted at the respondent's expense to Mark Burns (mark.burns@dot.gov) or Frank Wells (frank.wells@dot.gov). Intellectual property and business confidential information must be clearly marked and will not be disclosed outside the Department of Transportation except as required by law. The anticipated NAICS code is 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing).
