This is a SOURCES SOUGHT SYNOPSIS. It is not a notice of solicitation and neither solicits proposals nor bids and no contract will be awarded based on this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any additional information requests.
The Maritime Administration (MARAD) is conducting a Market Survey to identify potential sources possessing the expertise, capabilities and experience necessary to provide potential layberth sites to safely moor and accommodate a 2-ship group and also a 4-ship group on the U.S. West Coast from Washington to California, inclusive of all inland navigable waterways that can safely accommodate the transit and maneuvering of the subject vessels, to include the Portland, Oregon/Vancouver, WA areas and Puget Sound. The NAICS code is 488390 with a Small Business Size Standard of $41.5M.
Ship group 1 consists of 2 Ro/Ro vessels Admiral Callaghan and Cape Orlando and ship group 2 consists of the 4 – T-ACS Auxiliary Cranes ships, Gem State, Grand Canyon State, Keystone State, and a fourth T-ACS of the Cornhusker State Class.
Bidders will be permitted to bid the same facility for all vessel groups where a facility can accommodate or can be made to accommodate all the vessels. For this reason, combined 6-ship total prices will not be evaluated, rather it is intended that award will be made to the responsive, responsible bidder(s) who offers the lowest ship price in each vessel group.
A generic SOW, Vessel Characteristics, current berth location, and Wind speeds are described below and attached. Navigation channel should permit twenty-four hours per day unrestricted transit to open ocean. If bridges/overhead structures preclude unrestricted transit, please provide height limitations for all. Required services are electric, water, power, sewage hookup (IAW local regulation), telephone, recycling capability, high speed internet, and unrestricted access for crew, contractors, and other authorized personnel.

6. Water depth at berth
7. Estimated lead time necessary to ready a facility to the generic requirements listed in the SOW
8. Estimate of upgrade cost to ready a facility to the generic requirements listed in the SOW
9. Available existing utilities: available electric (amps/volts), water, telephone, internet
10. Estimated utility costs for the facility
