About this opportunity

The United States Marine Corps Systems Command is conducting market research for a Digital Radio Head Interface (DRHI) to support its Modular Advanced Radio Architecture (MARA) program, which is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance Electronic Warfare (C5ISR/EW) system. The DRHI must operate within a frequency range of 30MHz to 2GHz, provide user-selectable power up to 50 watts, and interface with MORA systems for tactical edge communications. The primary users will be Marines in infantry, communications, and fires occupational fields (03XX, 06XX, and 08XX), with the system capable of supporting communications networks up to Top-Secret level. Vendors are required to submit detailed information about their proposed DRHI, including specifications on dimensions, packaging, power mechanisms, antenna characteristics, procurement lead times, and pricing. The market research responses are due by February 14, 2025, at 1500 EST, and should be submitted to Eddie Young and Kirklyn Rutland.

This procurement opportunity is not set aside for any specific business category, meaning both large and small businesses can participate. Small businesses are encouraged to specify any special designations such as 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB). The solicitation falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Vendors must provide their company information, CAGE code, and business size status, and indicate whether the proposed DRHI capability is currently available or provide an estimated availability roadmap. The government will accept both classified and unclassified submissions, with specific instructions provided for each type of response. While no specific award value or budget range is mentioned in the pre-solicitation notice, the technical complexity and specialized nature of the DRHI suggest this could be a significant procurement for advanced tactical communications equipment.
