About this opportunity
The U.S. Army Contracting Command - Aberdeen Proving Ground is conducting market research to identify potential sources for a Geographic Information System (GIS) map dataset covering Taiwan for use in a Network Management System. The requirement involves a comprehensive digital mapping solution that includes Digital Terrain Elevation Data (DTED), Digital Elevation Models (DEM), satellite aerial imagery, road imagery, and vector graphics with feature search capabilities in Traditional Chinese. The dataset must provide spatial coverage for the entirety of Taiwan with a map zoom level of L18 at 0.6-meter resolution and accuracy of no less than 10 meters, while being exportable for use in Taiwan. Interested businesses must submit capability statements of no more than ten pages demonstrating their ability to provide these commercial, non-developmental mapping products, and must be registered with Central Contractor Registration with valid CAGE and DUNS numbers. The submission deadline is August 15, 2025, at 3:00 PM Eastern Time, with responses to be emailed to Contract Specialist Milena Pomocka, and the opportunity falls under NAICS code 541360 for Geophysical Surveying and Mapping Services.
Currently, no set-aside designation has been established, though the Army indicates that based on market research responses, the requirement may be set-aside for small businesses in full or in part, or may proceed through full and open competition with consideration for all small business set-aside categories. The procurement calls for a single map dataset covering Taiwan, with the possibility of multiple awards being made to successful vendors. A critical restriction specifies that the solution cannot be made in China, including Hong Kong and Macau, reflecting security considerations for this defense-related mapping requirement. No incumbent contractors are identified in this pre-solicitation notice, and no budget ranges or estimated contract values are disclosed at this market research stage. The timeline indicates this is an early market research phase, with the actual procurement method to be determined based on the responses received from potential vendors.
