About this opportunity
The National Institute of Standards and Technology seeks a commercial off-the-shelf web-based data analysis and modeling tool for manufacturing sector intelligence, with quotations due August 7 at 11:00 AM ET and questions due July 28 at 11:00 AM ET. This is an unrestricted RFQ with no set-aside, using simplified acquisition procedures for commercial items, and will be awarded on a firm-fixed-price basis using the Lowest-Priced, Technically Acceptable method.
Place of performance is Gaithersburg, Maryland. The NAICS code is 513210 (Software Publishers), with a small business size standard of $47 million. No incumbent contractor exists; this is a first-time requirement.
The tool must be web-based, accessible from any browser, and delivered via site license with five individual user seats distributable among NIST MEP and MEP Center staff nationwide. Data must support industry detail at 3 to 6-digit NAICS code levels, occupational detail at 2 to 5-digit SOC codes, and geographic detail at national, state, and county levels (with zip code and MSA levels preferred). Historical data must cover the past 10 years and projections the next 10 years, with mandatory data updates at least twice annually (quarterly preferred).
Required deliverables include user-initiated customization, thematic mapping, sorting and ranking functions, downloadable and printable reports, a dedicated Client Relationship Manager, at least two webinar training sessions, web alerts or RSS feeds, and quarterly usage reports. The tool must be compatible with Microsoft Windows and Mac operating systems and hardware.
The contract runs October 1, 2026 through September 30, 2027, with one optional one-year renewal period. Technical proposals must include sample reports for Aerospace Products and Parts Manufacturing (NAICS 3331) and Industrial Production Managers (SOC 11-3050) at state level, plus background on data coverage and update frequency. Quotations must remain firm for 90 calendar days from the due date. Offerors must be active in SAM at solicitation close.

Update #2 · Latest ·
The purpose of this update is to post responses to questions received.
The National Institute of Standards and Technology's (NIST's) Manufacturing Extension Partnership (NIST MEP) and the national network of MEP Centers to be effective and efficient in the program’s data-driven approach to serving U.S. manufacturers and improving U.S. manufacturing the program needs access to dynamic and relevant manufacturing data. NIST MEP is a go-to-resource for U.S. manufacturing, so having as much knowledge on the U.S. manufacturing sector as possible is a must. The goal with this tool/service is to gain granularity in our understanding of U.S. manufacturing; from varying industry levels (NAICS), to varying geographical levels (county, state), to different occupational levels (SOC codes). The general need is for NIST MEP and the national network of MEP Centers to understand data trends in the U.S. manufacturing sector at the previously mentioned levels of detail. Being able to understand any changes that may be coming to the U.S. manufacturing sector and its subcomponents and being able to prepare for those changes are of importance to the program. Anything beyond (but including) data projection that can help the program get in front of changes to the manufacturing sector is of interest.
The contractor shall provide a commercial off the shelf (COTS) data tool/service that is hosted on a web-based platform that can be accessed via a site license.
