About this opportunity
The Department of the Army Materiel Command Contracting Command at Rock Island Arsenal is seeking contractors to establish multiple Blanket Purchase Agreements (BPAs) for additive manufacturing consumables, specifically metal powder materials including Maraging Steel, 17-4 Stainless Steel, F357 Aluminum, AlSi 10mg aluminum, 316 stainless steel, Ti64Al4v grade 5, and Nickel alloy 718 powders. These materials are classified as Hazardous Materials (HAZMAT), and appropriate HAZMAT clauses will be incorporated into the BPA at the time of award. The evaluation will be based on lowest price and delivery, with consideration given to past performance, current order capacity, and ability to meet performance schedules. Contractors with a proven record of providing additive manufacturing consumables are eligible to compete, and the government reserves the right to make multiple awards. Proposals must be submitted via email within 5 business days of request, unless the requirement is urgent, with a solicitation deadline of December 18, 2025.
This opportunity is designated as a Total Small Business set-aside, limiting competition to small business concerns. The BPA will be structured as a five-year agreement with no minimum purchase requirement, though individual orders cannot exceed $9 million. The Rock Island Arsenal's Joint Manufacturing and Technology Center (RIA-JMTC) will be the primary user of these consumables, with Rock Island, Illinois serving as the place of performance. Only Army Contracting Command - Rock Island (ACC-RI) is authorized to place Call Orders under these BPAs, and the government will conduct annual market research to update the agreements and maintain awareness of market conditions. Contractors will receive fair opportunity consideration for each individual requirement, and proposals are being solicited on December 3, 2025, with responses due by December 18, 2025.
