About this opportunity
The Department of the Navy Naval Sea Systems Command seeks manufacture of Virginia Class (SSN 774) dog shack hatch covers—environmental protection enclosures for submarines—with quotations due September 8, 2026. This is a 100% small business set-aside. The procurement is issued as a combined synopsis/solicitation under simplified acquisition procedures (FAR Part 12) and will result in a single firm fixed-price award.
The contractor shall manufacture two Logistics Escape Trunk (LET) dog shack hatch covers and two Logistics Plug Trunk (LPT) hatch covers. Each structure consists of one integrated door and three sides constructed from grey Sunbrella marine-grade material, double-stitched throughout. The LET measures 98 inches wide by 78 inches tall with a 52.2-inch sloped roof; the LPT measures 98 inches long by 49 inches wide by approximately 78 inches tall. Both include #8 Black 5/8-inch continuous chain zippers on each side of the door opening, rollable door straps with snap button fasteners, and tie-down grommets spaced 6 inches apart installed 12 inches from the bottom. Each structure includes a matching grey Sunbrella storage bag.
Delivery is FOB Destination to Naval Submarine Base New London, Groton, Connecticut, between Monday–Friday, 0700–1330 EST, with delivery deadline of December 31, 2026. Performance period runs September 1–December 31, 2026. NAICS code is 314910 (Textile Bag and Canvas Mills), size standard 500 employees. The source notes that the contractor provides covers only; government supplies the existing frame and supporting structure. Any marine-grade grey Sunbrella color is acceptable. Evaluation weighs technical acceptability and price as primary factors.

EDITED 8/27/26: Revised reference 2.1 and answer bidder's questions:
1. Question: FRAME AND SCOPE. We understand these covers are fabric enclosures fitted over an existing government-owned dog shack frame, and that no frame, poles, or supporting structure fall within the contractor's scope. Please confirm.
Answer: Confirmed. Cover only.
2. Question: DEPTH DIMENSION. On Reference 2.1 the LET full view is annotated 67" and 109" along the base and upper edges. Please confirm which dimension is the overall depth of the enclosure. For reference, we compute the rafter length as 52.2" from the 98" width and the 96"/78" heights, which matches the annotation on Reference 2.2 for the LPT.
Answer: The correct dimension is 52.2”. Rev drawing attached.
3. Question: FABRIC. The requirements specify grey Sunbrella. Please confirm whether a specific Sunbrella style and color number is required, or whether any marine-grade Sunbrella in a grey shade is acceptable.
Answer: Any marine grade grey Sunbrella is acceptable.
