About this opportunity

The Defense Commissary Agency (DeCA) is conducting market research through this Request for Information (RFI) to identify contractors capable of providing Manual Price Shopping Services at commissaries and competitor grocery stores across the contiguous United States, Alaska, and Hawaii. The services involve the physical verification of Stock Keeping Unit (SKU) and Product Look-Up (PLU) prices across all departments, including fresh and scannable items, with data collection and reporting requirements specified in the attached Performance Work Statement. Interested parties must demonstrate specialized expertise and experience in conducting manual price shopping operations and submit their organizational qualifications, including company name, address, contact information, website, telephone number, and size, by the February 4, 2026 deadline. This is a market research phase only; the submission of information is purely voluntary, and no formal evaluation criteria are being applied at this stage, as the government is determining the appropriate procurement method and potential set-aside designation. The responses received will inform whether the final solicitation will be restricted to small businesses or conducted through full and open competition.

The RFI does not include a set-aside designation at this time, though the agency has indicated the final procurement may be set aside for small businesses depending on market research responses. No incumbent contractor information has been disclosed in this pre-solicitation notice. The specific award value or budget range has not been announced; however, the applicable NAICS code is 541910 (Marketing Research and Public Opinion Polling) with a business size standard of $22.5 million. The scope encompasses approximately 900 brand name products plus private label equivalents requiring price verification at 708 total locations annually, consisting of 177 DeCA commissaries and 531 designated competitor grocery stores, with shops to be conducted quarterly and completed within 10 days of commencement at each location and data delivered within 35 days of receiving the quarterly store and product list.
