About this opportunity
The Defense Logistics Agency Land and Maritime seeks procurement of one Monarch EE Manual Lathe (10 X 20 inches) with rigging, installation, and removal services, with proposals due September 1, 2026 at 1:00 PM. This is a Total Small Business set-aside and a women-owned small business set-aside (WOSB).
Place of performance is Silverdale, Washington (Naval Base Kitsap, Building 7000). The lathe must feature a 20-inch turning length, 12.5-inch swing over bed, 7.5 HP AC variable-speed spindle drive (25–4,000 RPM), and comprehensive tooling including steady rest, follow rest, collet systems, and Newall Digital Readout. The equipment must be Nationally Recognized Testing Laboratory (NRTL) certified to OSHA standards (29 CFR 1910, Subparts O and S). Delivery includes two hard copies each of NRTL certification, manufacturer warranty statements, and operation/maintenance/repair manuals in English using imperial units. The contractor is responsible for complete turnkey setup, utility connections (air and power within 50 feet), removal of the existing Monarch EE lathe from Building 7000 Room S101, and off-site disposal of the machine skid. The Government will provide utilities and disconnect existing equipment; the contractor handles all foundation work, rigging, and removal coordination.
Delivery of a fully operational system is due within 180 days of contract award. The estimated delivery date is September 29, 2026. Pricing must include an authorized trade-in allowance for the government-owned lathe asset, with rigging and connection services separately priced from the lathe cost. The contract uses firm fixed pricing and incorporates Buy American provisions, IUID tagging (unit cost exceeds $5,000), Quality Assurance Level 4 inspection, and $500,000 comprehensive general liability insurance. Contractors must comply with site-specific requirements including DBIDS base access, hazardous material inventory reporting, lockout/tagout procedures, and a mutual understanding meeting prior to work commencement.
