About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Jacksonville intends to issue a sole source award to Curtiss-Wright Fleet Solutions for the repair and refurbishment of a shipboard helicopter mantis handler-extra low profile (SHH/ELP, A/S32A-47). This Special Notice was published by the Department of the Navy Naval Supply Systems Command on August 15, 2025, with responses due by August 19, 2025. The procurement falls under NAICS code 488190 (Other Support Activities for Air Transportation) with a size standard of $40.0 million and PSC category 2090 (Miscellaneous Ship And Marine Equipment). The agency plans to utilize simplified acquisition procedures for this specialized naval equipment refurbishment requirement.

The primary purpose of this notice is to provide advance notification of the intended sole source procurement while allowing other potential contractors an opportunity to demonstrate their capabilities. All eligible sources must respond in writing with clear and convincing evidence articulating their ability to provide the specified requirements, as mere requests for documentation will not constitute valid responses. Contractors have until August 19, 2025, to submit written responses demonstrating their qualifications and capability to perform the work. The notice emphasizes that this is for informational purposes only and does not constitute a formal solicitation. If no qualified responses are received indicating that comparable services are available from other sources, the government will proceed with the sole source award to Curtiss-Wright Fleet Solutions, determining this approach to be more advantageous than competitive procurement.
