About this opportunity

The Department of Defense Washington Headquarters Service issued a Determination and Findings notice on July 1, 2026, announcing its intent to consolidate two existing GSA Multiple Award Schedule contracts supporting the Office of the Secretary of Defense Manufacturing Technology Program, with award anticipated September 4, 2026. The consolidation is structured as a 100% small business set-aside and combines two contracts currently held by PM2 Strategies under NAICS codes 541611; the re-competed requirement will fall under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and be solicited as a single GSA MAS task order.

The consolidated contract encompasses non-personal professional services including business planning, market analysis, manufacturing research and development, prototyping, scale-up, supply chain development, program management, requirements analysis, feasibility analysis, testing, maintenance, and technology transfer, with scope expansion to support Technology Industrial Base Assessments. The consolidation justification cites mission continuity, elimination of duplicative administrative costs, reduction of Contracting Officer's Representative oversight burden by approximately 100 hours annually, streamlining of contract reporting from 15 to 5 deliverables, and improved operational cohesion and responsiveness through unified management. The anticipated period of performance consists of a 30-day phase-in period, an 11-month base year, and four 12-month options. Market research conducted January 13–February 4, 2026, confirmed at least four capable small businesses can perform the work. Quotes will be solicited directly to small business GSA MAS contractors in accordance with GSAR Subpart 538.7103-3 for acquisitions above the simplified acquisition threshold. This notice is issued for informational and planning purposes only and does not constitute a solicitation or commitment by the Government.
