About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking manlift rental services for Naval Base Rota through a presolicitation notice, with quotes to be solicited directly from local sources only in accordance with FAR 12.201-1. The government intends to establish a Blanket Purchase Agreement (BPA), though it reserves the right to award multiple BPAs for various sizes of manlifts that include transportation, insurance, technical assistance with a maximum 2-hour response time (including weekends and Spanish holidays), and comprehensive support services. Key contract requirements include delivery of manlifts within 48 hours of BPA call confirmation, repair of reported deficiencies within 4 hours of notification, and provision of replacement equipment at no charge to the government if the equipment cannot be returned to service within 24 hours and causes work stoppage or major schedule disruption. The presolicitation notice was posted on April 8, 2026, with a response deadline of April 23, 2026, and an anticipated award date of May 1, 2026. While the notice does not explicitly detail evaluation criteria, the government's emphasis on rapid response times and equipment availability suggests these will be critical performance factors in the selection process.
This procurement carries no set-aside designation and will be open to local suppliers meeting the government's requirements. The notice does not identify any incumbent contractors or provide specific award values or budget ranges for the anticipated contract. No information is provided regarding the quantity of manlifts required or the contract duration, though the responsive service requirements and tight delivery timelines indicate this will be an active, ongoing operational support contract. Contractors responding to the eventual formal solicitation should be prepared to demonstrate their capacity to meet the stringent 2-hour technical assistance response time and 4-hour repair turnaround commitments, particularly given the Spanish holiday considerations and weekend availability requirements.
