About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice for Manikin Flammability Testing for Flame Resistant Clothing. The notice relates to the Product Manager, Soldier Clothing and Individual Equipment (PMSCIE), which oversees the life cycle management of various flame-resistant military clothing items including the Flame Resistant Army Combat Uniform, Army Aircrew Combat Uniform, and other critical protective garments. The agency has determined through market research that only one source is capable of performing the required testing. Contractors interested in challenging the sole-source determination must provide clear and convincing evidence that competition would benefit the government by April 15, 2025, at 3 PM EST. The contract will be awarded as a firm fixed-price contract under FAR 13.106-l(b)(l), with a NAICS code of 541380 for Testing Laboratories and Services. Interested parties should submit any inquiries or responses directly to Michael Harris, Contract Specialist, via email at michael.l.harris88.civ@army.mil. It is important to note that this is not a Request for Quotes, and no solicitation package is currently available. The final determination of whether to compete this proposed contract remains solely at the discretion of the Contracting Officer, emphasizing the specialized nature of the required testing services.
