About this opportunity
The Department of the Navy Naval Sea Systems Command announced mandatory use of the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for unclassified federal solicitations effective 1 October 2026, with a compliance deadline of 1 December 2026.
Contracting officers must use the PIEE Solicitation Module to publish solicitations and receive offers and quotes unless an exception applies. Exceptions permitting but not requiring use of the module include single-source requests for offers, simplified acquisition procedures, emergency acquisition flexibilities, and actions awarded outside the United States. The module cannot yet be used for broad agency announcements or task/delivery orders under indefinite-delivery contracts, blanket purchase agreements, or basic ordering agreements until additional capability is developed.
Vendors must establish and maintain active PIEE accounts at https://piee.eb.mil to submit proposals in response to solicitations using the module. The notice recommends all vendors register now and familiarize themselves with the system. Training materials and additional information are available through the PIEE website. Proposal managers can use the system to indicate interest in solicitations, create and submit offers with required attachments (including Material Safety Data Sheets where applicable), save offers prior to submission, authenticate submissions via digital PIN and one-time password, withdraw submitted offers, and manage saved and submitted offer dashboards with search filtering by notice ID, type, dates, PSC, NAICS codes, set-aside codes, and contracting office.
