About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to negotiate a sole source procurement with Ntrepid, LLC for a fully integrated anonymization and evidence collection tool with non/misattribution capabilities. The procurement is structured as a firm fixed-price purchase order under FAR Part 13 Simplified Acquisition Procedures, with the NAICS code 519290 (Web Search Portals and All Other Information Services). The DEA is conducting this acquisition to obtain managed attribution services that provide virtual environments with masked Internet provider addresses and browser attributes to obscure identity and prevent activity tracking. The contract period is planned from September 14, 2025 to March 13, 2026, with Ntrepid currently performing under an existing contract. The total estimated contract value falls within the simplified acquisition threshold range, exceeding the standard SAT but not exceeding $7.5 million.

The primary purpose of this Special Notice is to inform potential vendors that while the DEA intends to proceed with a sole source award to Ntrepid, other vendors who believe they can meet the government's requirements may submit capability statements for consideration. The deadline for submitting capability statements is September 25, 2025 at 10:00 AM EST, and all submissions must be sent electronically to the specified contracting officer. Although the DEA conducted market research identifying four potential small business vendors (Authentic8, Ridgeline, Thundercat, and Ntrepid) for future competition, the current procurement remains a sole source action. The attached justification document indicates the government's discretion to determine whether to open the requirement to competition based on responses received. Interested vendors must demonstrate their capability to provide advanced security, managed attribution, and enhanced evidence collection capabilities in a virtual environment setting.
