About this opportunity

The National Park Service Southeast Region is seeking a contractor to develop a comprehensive Collection Management Plan (CMP) for the Martin Luther King Jr. National Historical Park (MALU). The contractor will be responsible for creating an up-to-date park CMP that incorporates new museum collections, including the King Family Home collection, and will manage day-to-day operations of the CMP project through research of park archives, databases, and working files. Key requirements include scheduling and conducting interviews with park staff, conducting on-site visits of collection and exhibit spaces, and producing both draft and final CMPs with distinct chapters covering museum record keeping, storage, archives, preservation, access and use, exhibits, staffing, security, partnerships, and NPS museum program planning documents. The government intends to award a firm-fixed price contract to the offeror providing the best value without discussions, with technical capability and past performance weighted more heavily than price in the evaluation process. Questions must be submitted by 11:00 AM EST on July 21, 2025, and quotes are due by 12:00 PM EST on July 28, 2025, via email to celinda_hicks@nps.gov.

This procurement is designated as a total small business set-aside under NAICS code 712110 (Museums) with a size standard of $34 million in average annual receipts. No incumbent contractor or current service providers are identified in the solicitation materials. While specific contract values are not disclosed, interested offerors must be registered in SAM.gov with a valid UEI number and self-certified under the Museums NAICS code to be eligible for award consideration. The period of performance runs from September 1, 2025, through September 30, 2026, providing a 12-month timeline for project completion. The primary place of performance will be at the Martin Luther King Jr. National Historical Park in Atlanta, Georgia, where the contractor will conduct on-site collection and exhibit space inspections and deliver two archival-quality physical copies of the final CMP along with a digital PDF version.
