- Temporary removal of rip-rap located along the Long Island Sound side of the pier to facilitate installation of new piles
- Construction of a new concrete pier with a similar footprint at the existing pier

- New fender system to assist in berthing and mooring on the east side of the pier
- New civil, electrical, and mechanical utilities including sanitary, potable water, lighting, and electrical distribution
- The reuse of existing floating docks
- New timer platform to access the floating docks adjacent to the new concrete pier and existing solid pier
