About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting an 8(a) sole-source procurement for malaria and leishmaniasis surveillance services in Amazonas, Peru, with proposals due July 23, 2026. The five-month study, running August through December 2026, requires the contractor to manage the full research lifecycle: develop human subject protocols, obtain IRB and regulatory approvals, conduct fieldwork in Condorcanqui Province, enroll a minimum of 150 subjects, collect clinical and epidemiological data with biological specimens, and perform malaria microscopy screening and molecular laboratory analysis (DNA extraction, LAMP, real-time PCR) for Plasmodium and leishmania detection. The contractor bears all costs for sample collection, transport, storage, screening supplies, and one annual shipment to NAMRU SOUTH facilities in Lima. Deliverables include monthly enrollment and clinical reports, complete datasets upon completion, laboratory testing results, and participation in scientific manuscript preparation. Performance is monitored through monthly calls and site visits by NAMRU SOUTH. NAMRU SOUTH may supplement molecular biology reagents subject to funding availability but will not provide government-furnished equipment. The contractor may propose labor mix and effort levels based on technical approach.
