About this opportunity
The Defense Health Agency seeks firm-fixed-price maintenance services for two Medtronic Fusion stereotactic neuro surgical systems, with quotes due October 12, 2026. This is a total small business set-aside issued as an RFQ for a purchase order.
Place of performance is Portsmouth, VA 23708 at Naval Medical Readiness Training Command Portsmouth. The base contract period runs October 22, 2026 through October 21, 2027, with four optional one-year extensions through October 21, 2031. The contractor must be an OEM-certified service provider with current certifications maintained throughout the contract period, and all repair personnel and facilities must be OEM-trained and qualified. Services include annual preventative maintenance by June 15 each fiscal year, corrective maintenance during normal business hours (8:00 A.M. to 4:30 P.M. Monday–Friday), calibration, safety testing, and software updates at no additional cost to the Government. The contractor must maintain ready access to OEM replacement parts with next-day shipping at no additional cost, provide Field Service Reports within two days of service completion, and furnish 24/7 telephone support with best-effort response callbacks within four hours during business hours and on-site service within one business day. All replacement parts shall be new OEM-certified unless unavailable, in which case rebuilt parts are acceptable if warranted. The contractor absorbs all costs including parts, labor, travel, shipping, and environmental disposal fees. Quotes must be submitted in four volumes: Business Summary (2 pages), Technical Capability (15 pages), Past Performance Questionnaire (4 pages), and Completed Combined Synopsis/Solicitation with Pricing, formatted in Times New Roman 12-point on white 8.5" x 11" paper with one-inch margins. Evaluation uses best-value criteria weighting technical capability and past performance (limited to three recent and relevant references within three years) more heavily than business summary, with all non-price factors significantly more important than price. The incumbent contractor is N0018321P0364. NAICS 811210; PSC J065.
