If you plan to deliver by hand on Nov 5, 2007, you are required to make arrangements no later than 17:00 Nov 2, 2007 with the above points of contact. If you plan to deliver earlier than that, it still requested you make arrangements as soon as possible. If you plan to mail your proposal in, it is still requested you notify the above points of contact as soon as possible so we can know who to expect proposals from and confirm with you when they have been received. Update #33 ·

This notice is to let all interested parties know of a change to the CFT RFP closing date. The closing date is hereby changed from 29 Oct 07 to 05 Nov 07 for the following reasons:

Due to the situation with the California wild fires affecting several potential offerors. The Government desires maximum competition on this effort and considers this situation an impediment to that goal.

The additional information asked for by the Government regarding the PPIS sheets.

The re-consideration of the Government?s position on one of the last questions answered on 10-19-07 (#116). A revised answer matrix has been uploaded to FBO on 23 Oct 2007..

The closing date is hereby extended until 05 Nov 07, 17:00 CST. Amendment 0002 to RFP FA810407R0017 has been posted to FBO on 23 Oct 2007.

The Government still requires notification in advance of any offerors who desire to deliver their RFP by hand. This notice is required no later than 5:00 P.M. on Nov 2 and all deliveries must occur no later than 5:00 P.M. on 5 Nov 07.

Thank you for your interest in the CFT program.

Update #32 ·

The source selection team wished to clarify statement #119 in the question matrix regarding proposal drop off. We are NOT requiring hand delivered proposals to be dropped off early. We simply need to know by 26 Oct 2007 if you plan to drop off your proposal on 29 Oct 2007 and what time you wish to drop it off. All proposals are due on 29 Oct 2007. We apologize for any confusion.

Update #31 ·

Please note the following:

1. RFP amendment 0001 has been posted to FBO, along with a revised question matrix and document change matrix.

2. Note that A note has been added to section L, attachment 3, regarding #4 and #5 as follows:

*If your role was as a subcontractor or team member, please indicate only the dollar value applicable to your company.

3. Regarding Past Performance Information Sheets (PPIS?s). If you are providing information regarding a contract for which your role was that of a subcontractor or team member, we request you submit the number of personnel applicable to your portion of the effort, and who was responsible for supervising these personnel on-site. Request you provide this information by 05 Nov 2007. If desired, offerors who have already submitted Past Performance Information Sheets (PPIS?s) may provide an addendum with this information as opposed to submitting an entirely new Attachment 3.

3. Finally, for those of you who are planning to hand deliver your proposal, please make arrangements to schedule a drop off no later than 26 Oct 07 at 4004 Hilltop Road, Tinker AFB, OK 73145, located off 59th and Douglas on the Engineering Installation Group (EIG). We require that you make these arrangements because contractors are not allowed to enter the source selection building where we will be located and we must meet you outside to receive the proposal. Also, we may not have access to a phone on the 29th of October, so we would be unable to meet you without an advance appointment.

Update #30 ·

This notice is one final reminder that all questions regarding the CFT RFP are due no later than 18:00 CST on Weds, Oct 10, 2007.

A final set of formal answers will be posted to FBO no later than 14:00 CST, Fri Oct 12, 2007.

Any questions received after the deadline will not be accepted or answered by the Gov't.

Update #29 ·

In the interest of allowing all offerors the best chance to finish preparing their proposals in time to meet the Oct 29, 2007 deadline; the Government has decided the last day any questions regarding the RFP will be accepted is 18:00 CST, Wed Oct 10, 2007. Any questions regarding the RFP itself which are received after that deadline will not be acknowledged or answered. The final posting for answers to questions will be approximately 14:00 CST on Fri, Oct 12, 2007.

Minor questions regarding submission of the actual proposal documents/CDs, received after the deadline MAY be be answered offline solely at the discretion of the Government.

Update #28 ·

Updates to the CFT question and change matrixes along with revisions to the RFP and attachment 7B document have been uploaded to FBO.

Update #27 ·

An error was made on a previous FBO posting. On 9-24-07, TCTO attachments were uploaded. These were erroneously identified as being part of attachment 7B. They properly belong to attachment 8B. All offerors should treat them as such. We apologize for any confusion.

Update #26 ·

This is notice that the CFT source selection question matrix has been updated and a revised version posted to FBO. Additionally, a change document has been posted reflecting what changes were made to the documents posted on Sep 21. In the future, when changes/revisions occur to any documents, this change document will be updated to provide a convenient method for interested parties to keep abreast of changes made.

Update #25 ·

This posting is to make all offerors aware a question matrix along with a corrected RFP and corrected scenario have been uploaded on 9-21-07. Periodically, as needed, this question matrix may be updated and uploaded to FBO to keep all interested parties as infomred as possible.

Update #24 ·

Questions have been recieved regarding the formal RFP released on Sep 14. See below for the Gov't replies. Additonal postings may occur up until Oct 29th is/when additional questions are recieved. -------------------------------------------------------------------------------------------------------------(Question 1) Paragraph 5.2 Early Proposal Information in Section L states "Each offeror is requested to submit the information shown in Attachment 3 for each relevant contract fifteen (15) calendar days prior to the date set for receipt of proposals." But Table 2.2 - Proposal Organization indicates these attachments are part of Volume III, the Past Performance volume. Does the Government wish the entire Volume III submitted 15 days early or should the Attachment III PPISs be submitted seperately 15 days early, and also included with the completed Volume III at the normal due date (29 October 2007)? (Answer 1) Per the instructions in Para 5.2, the Government only desires the PPIS sheets be submitted 15 days early and not the entire past performance volume. If an offer does indeed submit the PPIS early, they would not be expected to provide additional copies as part of Vol III. If an offeror is unable to provide these PPIS early, then Vol III, would be the proper place to provide them as part of their proposal. Additionally, since 15 days prior to Oct 29th is a Sunday, submission 14 days early on Oct 15th will be sufficient. ---------------------------------------------------------------------------------------(Question 2) The sentence cited above from Paragraph 5.2 states "... offeror is requested to submit...". We wish to confirm that the use of the word "requested" indicates that an offeror who, for whatever reason, is unable to complete the PPISs in time to meet the earlier date will not be penalized, so long as the completed proposal, including a complete Volume III, is submitted by the 29 October due date. (Answer 2) The Government uses the word "requested" in Par 5.2 as inferred above. The Gov't would like to see the PPIS sheets early if possible to give us a head start on performing the Past Performance reviews. However, compliance with this early submission is not mandatory and failure to do so will NOT result in an unfavorable evaluation. As a reminder, a complete Vol III "IS" required no later than Oct 29th as part of an offerors complete proposal.

Update #23 ·

This notice is to provide a status update to the CFT source selection.

We have received word the Source Selection Plan has been approved by AFMC. With the prior approval of the Acquisition Plan by SAF/AQ last week, we are now allowed to release the formal RFP. In order to allow potential offerors an opportunity to assemble their teams and be prepared to respond to the formal RFP, this is notice that the formal RFP will be posted to FBO at approximately 11:00 A.M. CST on Sep 14, 2007. Offerors should watch FBO on that date for the formal RFP to be posted. Please allow adequate time for the formal RFP to post and make sure you read all of the documents associated with the RFP before contacting this office with questions. It is suggested all parties begin by reading the cover letter which summarizes some of the more important changes that have occurred between the release of the draft RFP and this formal RFP.

Proposals will be due NLT 5:00 P.M. CST, 29 Oct 2007.

Thank you for your continued interest in CFT.

Update #22 ·

This notice is to provide and update to the status of the CFT source selection. As described in the posting on 9-4-07, we have been awaiting approval of the Acq. Plan and Source Selection Plans to be able to release the formal RFP. As of 9-7-07, the Acq. Plan has been approved by SAF/AQ. This now allows AFMC to conduct a final review of the Source Selection Plan. Once the Source Selection Plan has been approved by AFMC, we will release the formal RFP.

We expect this final review to take 2 or 3 business days and hopefully be completed NLT 13 Sep 07. We're still on track to release the RFP on 14 Sep 07, however release could still occur a few days early or a few days later.

All interested parties are encouraged to watch FBO daily for any other updates and the impending release of the formal RFP.

Update #21 ·

This notice is to update the status of the CFT source selection as of Sep 4, 2007. We have received word that SAF/AQ should be providing a signed copy of the approved Acquisition Plan in the next day or two. The Acquisition Plan outlines the overarching approach the team has proposed for the upcoming set of CFT contracts.Part of the overall strategy is to delegate Source Selection Authority to AFMC.

Once the Acq. Plan has been approved, AFMC can then review and approve the Source Selection Plan. The SSP is the document that outlines the exact process which will be used to evaluate and select which offerors will receive basic contract awards.

We are "hopeful" and cautiously optimistic these documents will both be signed sometime this week. Once that has occurred, we will be able to release the formal RFP. An exact date for the RFP release cannot be predicted. Our internal timeline is to accomplish this no later than 14 Sep 2007, but it could happen earlier.....and it could happen later.

All interested parties are encouraged to watch WWW.FBO.GOV daily for any updates or an actual RFP release.

Everyone's continued patience and interest in the program is appreciated.

Update #20 ·

This notice is to advise all interested parties that little has changed in the way of the CFT source selection. Documents are still being processed at the Pentagon to obtain permission to release the formal RFP. No date is known or can be estimated when the RFP release might occur. All parties are encourage to keep watching FBO for updates and release of the RFP.

Also, please note that Brandi Priddy has gone on maternity leave effective Aug 14, 2007. Until further notice, the sole point of contact for any information on the CFT source selection is Jeff Frederick at 405-739-4297 or jeff.frederick@tinker.af.mil.

Update #19 ·

This notice is to update the status of the CFT source selection. The package has been delayed yet again due to required revisions to some of our internal documentation. The core of the strategy is largely unchanged. We cannot offer any kind of prediction as to when the RFP will be released. We are told once all the of final changes are made, it will take approximately 2 weeks to obtain final approval signature and be able to release the RFP. At this point, we still have not gotten the documents into the approval process, so it seems unlikely anything will happen before 6 Aug 2007. Due to the incredibly compressed timelines at this point, it is not likely we will be able to give ANY advance notice prior to RFP release. All interested parties are encouraged to watch WWW.FBO.GOV daily for the RFP release from this point forward. Mostly likely the formal RFP will be released sometime in Aug 2007, but this is not a promise.

Thank you for your continued interest.

Update #18 ·

This is an update to the FBO notice from Jun 29, 2007 (modification 16). Recent developments have again delayed the release of the RFP. One of the last offices to review the package has requested several changes. None of these are major, but will require additional time to process. Release is now anticipated sometime between Jul 20 and Jul 31, 2007.

Thank you for your interest.

Update #17 ·

This notice is to provide an update for everyone on the status of the CFT source selection. As of Jun 29, 2007 the package is being reviewed at AFMC and SAF/AQ for approval to issue the formal RFP. Reviews are proceeding smoothly and no major problems or concerns have arisen. Due to the holiday next week, an exact release date for the formal RFP is difficult to predict. The best guess right now is we "hope" to release the RFP between Jul 9 and Jul 13, 2007. This date could slip until as late as Jul 20, 2007 if further unexpected delays are encountered though. This anticipated release date is in NO WAY a guarantee, but is merely provided to hopefully allow for adequate planning of interested parties.

Further details will be posted as they are known. If possible, we will post positive notice of when we will release the RFP; however due to the extremely tight timelines we're under, such notice may be the day prior to release.

All interested parties are highly encouraged to keep a close eye on FBO from this point on as once the RFP goes out, we will be on a VERY tight schedule to make award no later than 31 Jan 08.

Thank you for you continued interest in the CFT contracts.

Update #16 ·

This notice is to update all interested parties on the CFT acquisition process. We have finished obtaining permission from all required levels at Tinker. The entire package will now be forwarded to AFMC and the Pentagon (SAF/AQ) for final review and approval. No major questions or objections were raised here at Tinker during the review, and none are anticipated from the Pentagon. The review authorities at the Pentagon are aware of the urgency of the situation and are expecting the package. While we anticipate review to occur swiftly, this can be a relative term. An estimated release date for the formal RFP is not available, as it simply cannot be predicted. A best guess is sometime in July 2007. The next posting will hopefully be to let everyone know a more exact date. Thank you for interest and continued patience.

Update #15 ·

This notice is to provide an update to the status of the acquistion package. As of 12 Jun 2007, the package still has not been signed off at the OC-ALC level due to delays caused by changeover in the command section, TDYs, etc. Nothing has changed in the plan being reviewed, nor do we expect it to. It is hoped the package will be forwarded to the Pentagon no later than Jun 19, 2007. This will make an RFP issuance by Jun 25, 2007 highly unlikely. No estimated date of RFP issuance is available at this time. Updates will be posted as they become available. No significant delays or revisions are expected, it's just the routine process of having a package of this magnitude approved.

Update #14 ·

The source selection just heard back from the Pentagon and while we have nothing formal; we understand the meeting with OUSD/AT&L happened yesterday and Mr. Krieg has informally approved our approach. This was the last major hurdle we had to clear to be able to release the RFP. What we have to do now is get all the documents up to SAF/AQ for their signature. We can't imagine any further major changes will occur after this point. Our strategy should be pretty much good to go.

We hope to get everything up to the PEO office sometime the first week of June. Exactly how long it will take to get the documents signed off, we can't say. We'll stay on top of the processing of the package. Interested parties shold not expect to see the RFP before June 25, but we'll work hard to get it out sooner if possible.

Update #13 ·

Status on CFT source selection as of 22 May 2007. The meeting between OUSD/DPAP and OUSD/AT&L is still anticipated to occur 24 May 2007. This date is always subject to change and is not cast in concrete. The source selection team is still involved with working the myriad of documents required to be reviewed and signed by SAF/AQ prior to release of the formal RFP. As of 22 May 2007, it appears a 4 Jun 2007 release date is unlikely. No major obstacles have been encountered, just the normal delays in getting things reviewed. No "best guess" date is available at this time, however, the team does not expect an RFP to be released before 25 June 2007. Updates will be posted as they become available.

Update #12 ·

We have learned today that the briefing between OUSD/DPAP and OUSD/AT&L to obtain permission to be able to seek formal approval from SAF/AQ to release the RFP document has been officially scheduled for the last week of May 2007. While this meeting could still be subject to delay, the source selection team will continue to press forward in hopes of being able to release the RFP in early June 2007. Any further changes will be posted to WWW.FBO.GOV as they become available.

Update #11 ·

As of 1 May 2007, the status of the CFT request for proposal is as follows: The source selection team is in the process of finalizing all required documents necessary to obtain official approval to release the draft RFP. 448 CSW/PKM still has not been informed of a confirmed meeting date for OUSD/AT&L to be briefed on the status of the program. This meeting must occur before the formal approval process can occur, eventually leading to RFP release.

As of this date, our best guess for an RFP release date is 4 Jun 2007 and will continue to be subject to change as events unfold. However, once the RFP is released, it is still anticipated that offer's will have 45 days to respond with proposals.

Thank you for your continued interest.

Update #10 ·

On 16 Mar 2007, 448 CSW/PKM conducted a briefing to OUSD/DPAP regarding the CFT source selection. This briefing went well; and OUSD/DPAP agreed to go forward to OSD/AT&L and recommend final approval of the Acquisition Plan and permission to release the formal RFP. Since then, 448 CSW/PKM has been processing the final version of the required documents pending final decision from OSD/AT&L. Once this decision has been received, all required documentation may be processed to obtain the required signatures to allow for the actual release of the RFP.

As of 13 Apr 2007, this meeting with OSD/AT&L has not occurred and has not been officially scheduled yet. The meeting is "tentatively" scheduled to occur sometime in mid-May 2007. The RFP release cannot occur until approximately 2 weeks after this meeting.

As a result, it is estimated the RFP release will not occur before early Jun 2007. Please continue to watch WWW.FBO.GOV for further updates

Update #9 ·

The CFT source selection team briefed OUSD/DPAP on 3-16-07 at the Pentagon. The purpose of this briefing was to close the loop on several outstanding issues/questions from the 8 Jan 07 briefing to the same office. The results of this latest briefing were positive. A few minor taskings were issued, but overall approval of the acquisition strategy as presented was obtained. OUSD/DPAP has agreed to recommend approval of the acquisition strategy to OSD/AT&L. This will likely occur sometime in April 2007. In the meantime, the team will begin preparation of the internal documents required to obtain written approval to issue the formal RFP from OSD/AT&L. Notable outcomes from the briefing are: (1) The contract length was agreed to be up to 7 years and (2) it has been decided to increase the potential award pool to "UP TO" 6 contracts under the full and open portion. No revisions were made to the SB approach. No further changes to the strategy are expected. There have been some changes overall to the process since the draft RFP was issued in Nov 2006, and all parties are highly encouraged to carefully review the formal RFP upon its issuance to verify these changes. It is anticipated the formal RFP will be issued no later than 4 May 2007. However, this date is dependant upon completion /approval of the formal RFP itself and all documentation required to issue the RFP. The date is subject to change and notice will be posted as soon as any changes are known to WWW.FBO.GOV if this should happen.

We thank you for your continued interest.

Update #8 ·

The following is provided as updated status on the CFT source selection:

As a result of further reviews, it has been decided that the transition cost as originally set up in the draft RFP issued on 28 Nov 2006 will be revised. In the formal RFP to be issued TBD, the transition cost CLIN will be removed as originally proposed. It has been decided not to evaluate proposed transition costs for each task order on a normal basis. The Government will reserve the right to create criteria for evaluating proposed impacts of transition costs on select task orders when in the best interest of the Government.

It has been decided to consider increasing the target award pool on the full and open portion to 5 contracts (or however many are in the best interest of the Government).

The source selection team is scheduled to travel to Washington, D.C. on March 16 to attend an updated briefing to OSD/DPAP with the goal of resolving all outstanding issues and proceeding to final authority clearance from OSD/AT&L to issue the formal RFP. At this point an early May 2007 release date is tentatively anticipated.

This is the most accurate information available at this time, and is subject to change. We will keep everyone advised as things change.

Update #7 ·

As of 1 March, 2007 the status of the CFT source slection is unchanged. OSD/DPAP is still waiting for all services to submit their business cases to justify use of CFT. This request was issued in early Jan 2007 and a deadline for reply was established as 31 Jan 2007. This deadline has not been met by all services. Until these taskings have been accomplished, the source selection is on hold. In the meantime it has become necessary to process extensions to the current basic contracts to accomodate the many delays we have encountered. This paperwork is in process right now and an announcement of how long the contracts will be extended will be made as soon as possible. We are hoping to have final approval to issue a formal RFP by 31 March 2007, but we cannot guarantee that. We will post any futher news when it becomes available. Thank everyone for their continued patience with this process.

Update #6 ·

Interested parties are requested to review and respond to the uploaded Request for Information Letter dated 26 Jan 2007. All pertinent information regarding the request is contained in this letter. The CFT source selection team thanks you for your interest and continued patience throughout the source selection process.

Update #5 ·

Our office has been advised that OUSD/DPAP has established a deadline of 31 Jan 2007 for each service to provide a business case to that office justifying the continued use of CFT contracts. Our office was also asked for some additional information by this deadline. The information request from OC-ALC has been compiled and is in route back to OUSD/DPAP via the proper command chain. Once the cases have been received from the services, OUSD/DPAP will review and make a determination on when/if to make a recommendation to OSD/AT&L for final approval.

We do not have a timeline/deadline for this next action as of yet. We will update FBO as we learn more. It is out hope that a decision will be reached by OSD/AT&L no later than 1 Mar 2007.

We thank everyone for their continued interest in the Contract Field Team program.

Update #4 ·

Due to the ongoing delays being encountered at the Pentagon regarding the current CFT source selection, it has become necessary to contemplate extending the current contracts to allow for continued customer support. Per FAR Clause 52.217-8, the Government has the ability to extend the current contracts up to a total of 6 months past the end of the current ordering period. This should be considered as "official" notice that the Government does intend to invoke this right.

Formal modifications will be issued to each current contractor prior to 30 Sep 07, but an exact date for issuance is unknown at this time. Upon issuance of these contract modifications, the revised period of performance will be indicated, but shall not be extended beyond 31 Mar 2008. Under NO circumstances will any new orders be issued after that date.

The current contracts do allow for the continued performance of existing orders for a period of up to 120 days beyond the expiration of the ordering period, provided any work cannot be completed by that date. This means the latest possible date work can be performed is 31 Jul 2008 at a maximum. If any work cannot be completed within the 120 days, an extension MAY be processed provided the Government and Contractor can agree to a price and completion date and the result is processed bilaterally. This action will be considered the last resort to finishing a task and will only be utilized on a case by case basis when the requirement justifies it. This will not be abused in a manner to attempt to circumvent use of the new contracts, once awarded.

The source selection team would like to thank everyone for their continued patience and cooperation during this process. Please disseminate this information within your organizations as necessary.

If anyone has any questions regarding this action, please feel free to contact Brandi Priddy at 405-739-4400 or Jeff Frederick at 405-739-4297 at any time.

Update #3 ·

As mentioned at the pre-solicitation conference, the formal Acquisition Strategy Panel (ASP), chaired by Ms. Sue Payton, SAF/AQ, was held on 20 Nov 2006, and the draft RFP was approved for release as a result of this meeting. Also as a result of the ASP, an action item was taken for AF PEO/CM to draft a memo for OSD/AT&L to obtain approval of the CFT strategy and program to comply with OSD?s Acquisition of Services Policy. To satisfy this action item, a meeting was held between AF PEO/CM, OSD/DPAP, and various others, including major CFT customer representatives. As result of this meeting, additional concerns/questions regarding the CFT acquisition were raised by OSD/DPAP. The following were of particular concern: A) The contract length. (There is concern that seven years is too long to ?lock? offerors in and might significantly impact future competition.) As a result of this concern, various shorter contract lengths are being discussed. B) The degree of customer buy-in. (The concern is that there is not enough formal customer commitment to support of the program). As a result of this concern, the four services have been requested to build business cases for their service?s continued use of CFT, with a focus on the top ten FY06 orders by service and dollar value. C) The proposed CFT office structure. (The concern is that the proposed CFT office structure would be insufficient). Different approaches to address this concern are being explored, to include: joint staffing of the CFT office, decentralized ordering, and increasing the number of CFT personnel at OC-ALC. After these issues are addressed, approval must still be received by OSD/AT&L prior to formal RFP release. As answering these questions/concerns will impact the previously stated milestones, and could involve significant changes to the acquisition strategy, the process is hereby on hold indefinitely until the above issues can be resolved. Due to this delay, offerors should be advised that the current CFT contracts will likely be extended to a maximum of six (6) months in accordance with FAR Clause 52.217-8, Option to Extend Services. If the maximum extension is utilized, the current contracts would expire on 31 Mar 2008. As additional information becomes available, updates and revised milestones will be posted to www.fbo.gov. The source selection team sincerely apologizes for the delay and any inconvenience potential offerors may have experienced. We appreciate your continued interest in the CFT effort and your patience throughout the source selection process.
