About this opportunity
U.S. Customs and Border Protection (CBP) has issued a Special Notice announcing their intent to award a sole source contract for Maintenance, Repair, and Operations (MRO) services at the Summit Point Training Facility in Summit Point, West Virginia. The agency plans to negotiate directly with Summit Point Training Facility under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which allows for sole source contracting when only one responsible source can satisfy agency requirements. This is a renewal of existing services that CBP has determined can only be provided by the facility owner. The contract falls under NAICS code 561210 for Facilities Support Services and carries a maximum award date of September 22, 2025.
The purpose of this Special Notice is to inform the contracting community that CBP will not be conducting a competitive procurement process for these MRO services, as Summit Point Raceway is uniquely positioned as the only entity capable of meeting the agency's needs. The sole source justification is based on Summit Point Raceway's ownership of the property, which gives them exclusive access and authority to perform repairs and maintenance on the facilities they lease to CBP at no cost for mission-critical training purposes. Key factors supporting this determination include the company's on-site staff and resources, intimate familiarity with the facilities, and demonstrated experience performing similar services under previous government contracts. This is not a request for competitive proposals, and no solicitation package will be issued, meaning other contractors cannot participate in this specific procurement. The contract structure includes a base period and four one-year option periods, funded through CBP's Operations and Support budget for Fiscal Year 2025.
