About this opportunity
Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a sole-source, firm fixed price contract to the University of Alaska Fairbanks for hosting, maintenance, and technical support of a satellite communication system, with anticipated award on or before September 28, 2026. This procurement is not competitive; NAVSUP has determined under FAR 12.102(a) that only one responsible source is reasonably available to fulfill the requirement.
The work supports the Mobile CubeSat Command and Control (MC3) ground station network, a comprehensive system of satellite design, testing, and operations in which students participate at the Naval Postgraduate School. The MC3 network operates ten antennas across U.S. facilities, including one at the Alaska Satellite Facility in Fairbanks, Alaska, where maintenance and technical support are required. Performance of work is at the Fairbanks facility.
NAVSUP's market research indicates that the University of Alaska Fairbanks possesses unique geographical advantages, physical control of the infrastructure site, proprietary site-access restrictions, and specialized technical expertise that no other contractor can replicate. The applicable NAICS code is 517810 (All Other Telecommunications), and the acquisition follows simplified procedures under FAR 12.201-1. The Performance Work Statement provides a complete description of required services. This notice of intent is not a request for competitive quotations, and no solicitation document currently exists.
