About this opportunity

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to award a sole-source, firm-fixed-price purchase order to Kelvin International Corporation for maintenance of high-pressure nitrogen trailers, with a capability-statement submission deadline of September 9, 2026. The procurement is being conducted under Simplified Acquisition Procedures below the Simplified Acquisition Threshold using commercial acquisition authority.

The government requires a manufacturer-trained technician to perform annual on-site preventive maintenance, repair services, and inspection reporting for two high-pressure nitrogen trailers (Rig #1, Serial 300-41247875; Rig #2, Serial 300-45099952) at PHNSY & IMF in Hawaii for a base year plus four option years. Work is performed on-site during normal business hours (6:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays) at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility in Oahu, Hawaii.

The Contracting Officer has determined sole-source justification based on proprietary drawings and specifications held only by Kelvin International Corp. as the original equipment manufacturer. The contractor must be an authorized, OEM-trained, certified technician (not a subcontractor), a U.S. citizen or national, and shall provide all labor, tools, materials, supplies, equipment, and transportation including technician travel. The contractor shall schedule one preventive maintenance service annually, respond to three unscheduled service calls per year within three days of notification with resolution within fourteen days, provide comprehensive parts lists within three business days, maintain a Quality Control Plan, furnish one-year warranty on all work, and comply with facility security requirements including escorted access procedures and personnel identification requirements.
