Hampton Harbor Maintenance Dredging
Pre-Solicitation Notice
The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Maintenance Dredging of the Hampton Harbor Federal Navigation Project, located in Seabrook and Hampton, New Hampshire. This procurement is unrestricted. The NAICS code for the work is 237990 with a size standard of $27.5M. Dredging and disposal operations are expected to take 4 to 5 months to complete and shall occur between October 1, 2019 and March 1, 2020, to minimize impact to natural resources in the area. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
The location of work to be performed under this contract shall be within the Congressionally-authorized Hampton Harbor Federal Navigation Project and adjacent beaches, located in Seabrook and Hampton, New Hampshire. Approximately 150,000 cubic yards (CY) of sandy material will be hydraulically dredged from the 8-ft channel, and three 6-ft anchorages at the mouth of the river and material pumped onto adjacent beaches in Hampton and Seabrook, NH. An optional bid item will be included in the contract to hydraulically dredge approximately 2,500 CY of sandy material from the State Anchorage in Hampton with placement on Hampton State Beach.
The solicitation for this work will include definitive responsibility criteria requiring that the low bidder demonstrates two (2) projects performed within the last ten (10) years that involved dredging by hydraulic means in coastal waters, demonstrating a minimum production rate of 65,000 cubic yards in one consecutive 30-day period and experience in placement of dredge material in a coastal environment during the months of October through February. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criterion, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criterion shall be the same as the role for that team member under this procurement. The Government will request supporting documentation from the bidder anticipated to receive the award.
This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 1 July 2019. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Benjamin.G.Hoell@usace.army.mil.
