About this opportunity
The U.S. Army Corps of Engineers, New York District, solicited maintenance dredging services for the Hudson River Federal Navigation Project at Haverstraw Bay, NY, with bids due July 14. The bid abstract posted July 14 documents four offers received; the lowest responsive bid was $3.597 million from Curtin Maritime, substantially below the government estimate of $29.013 million.
Place of performance is Haverstraw Bay, NY (river mile 35–40 of the Hudson River), with dredged material transported approximately 60 miles to the federally approved Historic Area Remediation Site at New York Bight Apex in the Atlantic Ocean. The contract requires removal of approximately 200,000 cubic yards of critical shoals from the Federal Navigation Channel to a depth of –32 feet Mean Lower Low Water datum plus 1-foot allowable overdepth. Dredged material is expected to consist primarily of silt and clay. Work requires a mechanical dredge with closed clamshell environmental bucket, and the contractor may require hopper barges, tugboat(s), and attendant plant(s) for transport and placement operations.
Water Quality Certification restrictions prohibit in-water dredging work before August 15 or after October 31. The contractor must commence work within five calendar days of Notice to Proceed and substantially complete all work within the specified time periods. The government will provide all necessary permits for dredging and dredged material placement; the contractor must comply with all permit conditions. Liquidated damages are $2,015.00 per calendar day of delay. The contract comprises three items: mobilization and demobilization ($2.437 million), base dredging work (156,000 cubic yards), and an option for additional dredging work (45,000 cubic yards). NAICS code is 237990, Other Heavy and Civil Engineering Construction. Four bidders submitted $3 million bid security bonds.
