About this opportunity
The U.S. Army Corps of Engineers (USACE) is conducting a Sources Sought market research announcement for the Kuwait Ministry of Defence (KMOD) to identify potential contractors for a Sustainment, Restoration and Modernization (SRM) Program supporting Kuwait Air Force (KAF) Apache Operations and Maintenance. This pre-solicitation notice is designed to assess industry capabilities for providing comprehensive maintenance and support services for the Apache program. Interested parties are invited to submit a Statement of Capabilities by April 21, 2025, at 10:00 AM EST, with all responses to be emailed directly to Contracting Officer Eric L. Caruso and Contract Specialist Mikayla B. Shanholtzer. The market research is purely voluntary, and submissions do not constitute a formal Request for Proposal. USACE anticipates soliciting the requirement on a full and open competitive basis in a future procurement action.
The pre-solicitation notice does not include a specific set-aside designation, indicating the opportunity will be open to all qualified contractors. The procurement falls under NAICS Category 561210 for Facilities Support Services and PSC Category Z1JZ for Maintenance of Miscellaneous Buildings. While specific award values are not disclosed, the comprehensive nature of the maintenance and support contract suggests a potentially significant procurement scope. The contract appears focused on long-term sustainment and modernization efforts for the Kuwait Air Force's Apache program, implying a multi-year service requirement. Potential contractors will need to demonstrate substantial capabilities in military aircraft maintenance, operational support, and infrastructure restoration to be considered competitive for this international defense support contract.
