About this opportunity
The Department of the Army Materiel Command Army Contracting Command has issued a Special Notice for maintenance of water quality measuring devices at the Baumholder Military Community in Germany. This market research opportunity seeks potential contractors to perform annual inspection, maintenance, and minor repairs on various water measurement equipment including magnetic flow meters, laboratory meters, pipe burst locators, gas leak detectors, and metering devices. The contract is structured as a Lowest Price Technically Acceptable (LPTA) procurement with an estimated annual value between EUR60,000 and EUR90,000. The solicitation is specifically targeted toward local sources in accordance with Federal Acquisition Regulation (FAR) 5.202. The opportunity is posted with a response deadline of June 23, 2025, and requires interested contractors to demonstrate specific technical capabilities and certifications.

The contract includes four contract line items (CLINs) covering magnetic inductive flowmeters, detection devices, Depolox systems, and unforeseen repair work, with fixed-price and time-and-materials components. Eligibility requires contractors to possess the necessary technical expertise to perform 100% functional testing of electronics and mechanics according to manufacturer specifications, document calibrations with certified verification tools, and issue test certificates. The government is seeking detailed feedback from potential contractors regarding pricing, contract structure, and technical capabilities through a series of specific market research questions.
