About this opportunity

The Department of the Navy Naval Supply Systems Command has issued a Special Notice regarding the intent to sole source a contract for Main Engine High Pressure Turbines Overhaul at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The notice specifically relates to repair services for Main Engine High Pressure Turbines on a Nimitz-class aircraft carrier, with work to be performed at the Naval Air Station, North Island in San Diego, California. A Justification and Approval for Other Than Full and Open Competition has been prepared for this procurement. The notice emphasizes that this is not a request for competitive quotes, but rather an opportunity for interested parties to demonstrate their capabilities. The contract involves Original Equipment Manufacturer (OEM) services to restore turbines to original manufacturer specifications.

Interested contractors must submit their capabilities documentation by March 5, 2025, at 10:00 AM PST to demonstrate their ability to perform the required services. All responses must be submitted via email to Contract Specialist Brianna Webb, with the subject line "RESPONSE TO INTENT TO SOLE SOURCE FOR ME HP TURBINES". Contractors must be registered in the System for Award Management (SAM) to be eligible for award. The documentation should include detailed information about the company's technical background and experience supporting the specific turbine overhaul requirements. The government will review all responses to determine whether to issue a competitive solicitation, though the notice indicates a strong preference for the current OEM provider. The period of performance for the work is from April 14, 2025, to June 30, 2025, with specific technical requirements including turbine case work, inspections, repairs, and compliance with installation access and security protocols.
