About this opportunity

The United States Marine Corps is procuring specialized communications equipment through solicitation M68909-25-Q-7619, specifically requiring four PowerEdge XR4510c servers, two server chassis, two witness modules for clustering functionality, and two high-performance ruggedized laptops to support transport and compute requirements for their communications system. The procurement includes Dell XR4000r chassis configurations with XR4510c server modules for NIPR networks and XR4520c server modules equipped with NVIDIA L4 GPUs for SIPR networks, along with two GETAC X600 rugged laptops featuring Intel Xeon processors, 64GB RAM, and 1TB SSD storage. The Marine Corps Tactical Systems Support Activity (MCTSSA) requires Trade Agreements Act compliant equipment that exceeds Marine Corps Common Hardware Suite performance thresholds to support advanced cybersecurity adversarial testing capabilities, virtual machine hosting, and potential AI/machine learning experimentation. The equipment must include 5-year support duration with user-replaceable hard drives and "Keep Your Hard Drive" requirements for servers. The solicitation was posted on August 6, 2025, with responses due by August 12, 2025.

This procurement does not utilize any set-aside designations and is classified under NAICS code 334111 for Electronic Computer Manufacturing. Market research conducted through NASA SEWP RFI #350001 in July 2025 received responses from Sterling ($59,649.18 partial quote) and CounterTrade Products ($142,718.00 complete quote), both deemed unsatisfactory due to SKU inconsistencies, while World Wide Technology provided the primary cost estimate used for budgeting purposes with a total estimated value of $154,038.36. The procurement specifies exact quantities including two server chassis, two XR4510c modules, two XR4520c modules, two witness units, and two tactical laptops, all requiring 3-year ProSupport warranties with FOB destination shipping and Net 30 payment terms. The equipment will support the Naval Integration Team's operations and will be delivered to Camp Pendleton North, California, where it will interface with shipboard C4 systems environments being developed in laboratory settings.

Professional Services:
o
Onsite installation/implementation not required
Furthermore, the Naval Integration Team requires two ruggedized, robust, high-capacity admin laptop machines to interface with the functional equivalent shipboard C4 systems environment being built out in the lab. As outlined below, these machines need to be
Page 2 of 9
Windows 11 compliant, and have sufficient compute power, memory, storage, and resources. The laptops will be used to support interoperability with numerous complex Navy and Marine Corps systems, host virtual machine (VM) servers, implement client VMs, support AI/Machine learning in potential future experimentation efforts, and support general programming during engineering and developmental testing of MAGTF tactical systems.
Additionally, the laptops may be required to support and provide advanced cybersecurity adversarial testing capability. Therefore, these are non-MCHS procurements due to MCHS options not meeting required speed, storage, cores, and GPU memory size requirements necessary to perform all planned functions.
Not having these ten pieces of certain communications equipment or similar equivalents will limit the capabilities of the MAIE and its usefulness to the Naval Integration Team.
The requested contract award date is 11 September 2025.
