About this opportunity
The Centers for Medicare and Medicaid Services (CMS) has issued a Special Notice announcing its intent to award a sole source contract for macroeconomic consulting services. The agency intends to negotiate directly with the Inter-Industry Economic Research Fund (INFORUM) located in College Park, Maryland, under the authority of Federal Acquisition Regulation 6.302-1. This notice represents an amendment that now includes the signed Justification for Other than Full and Open Competition (JOFOC) documentation. The contract opportunity is valued at $245,000 and falls under the Research and Development in the Social Sciences and Humanities NAICS category. The notice was posted on August 28, 2025, with responses due by September 10, 2025.
The primary purpose of this sole source procurement is to secure specialized macroeconomic consulting services that require specific compatibility with CMS's analytical framework. The contract specifically requires access to a Long Term Inter-Industry Tool (LIFT 2100) that must integrate with CMS/OACT's systems, along with a detailed structural model of the U.S. economy capable of producing 10-year economic projections. CMS conducted market research through a Sources Sought Notice from June 26 through July 11, 2025, which revealed no alternative sources capable of meeting these unique requirements. Two vendors submitted capability statements during the market research phase but were determined to be non-capable of fulfilling the specialized needs. The justification for sole source award is based on INFORUM's unique capabilities and their 30-year history of providing macroeconomic consulting services to CMS, making them the only responsible source identified for this specialized requirement.
