The United States Army Corps of Engineers, Detroit District intends to specify brand name products on a sole source basis under the authority of FAR 6.302-1(a)(2)(ii)(A) to Rockwell Automation, Inc. (including the Allen-Bradley and Rockwell Software lines) and Schweitzer Engineering Laboratories, Inc.. These brand name specifications are for new digital protective relays, 480V CENTERLINE 2100 IntelliCENTER motor control center (MCC) family of power equipment, corresponding software, and associated material necessary for complete integration of the MCCs.
The Rockwell Automation and Schweitzer Engineering Laboratories components are required to directly interface with existing Government facility equipment while providing embedded controls and protective functions in operating the MacArthur Lock structure.
The new components will be used in support of the Mac Arthur Lock Electrical Modernization Power and Controls Construction Project located at the USACE, Detroit District, St. Marys Falls Canal Facility, Sault Ste. Marie, Michigan. The project will include the replacement and/or rehabilitation of electrical and control system, including equipment associated with the MacArthur Lock such as switchboards, motors, panel boards, control sensors, control bench boards, control and power cables. These components must be directly compatible with the existing equipment and installed embedded controls required to operate and maintain the four navigational locks and two hydropower plants on site, as well as maintain compatibility with established prescribed on-hand line replaceable units and spare parts, training programs, support software, and be compliant with the Federal Information Security Management Act of 2002 (FISMA).
The Government intends to specify Rockwell Automation (including the Allen-Bradley and Rockwell Software lines) and Schweitzer Engineering Laboratories components by brand name in a forthcoming construction solicitation. Interested parties who feel they have this capability may identify their interest and capability in writing to the identified point of contact no later than 2:00 PM Eastern Time Zone on 16 June 2014.
Your response must demonstrate your firm's interest and capabilities to provide directly compatible equivalent products. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to specify these brand names, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice of Intent is not a request for competitive proposal.
