About this opportunity

The National Park Service (NPS), specifically the Mammoth Cave National Park, is seeking a vendor to provide comprehensive services for the Green River Ferry, including extraction, sandblasting, painting, and transportation. The solicitation requires the contractor to move the ferry approximately 2 miles to a designated maintenance area for surface preparation and repainting using airless sprayers, rollers, and brushes. Contractors must be registered in the System for Award Management (SAM) and submit questions by February 14, 2025, at 5:00 PM EST and quotes by February 21, 2025, at 5:00 PM EST to Ashley_Warcewicz@nps.gov. The evaluation will likely include past performance assessments, with contractors required to submit 1-3 performance references from projects completed within the last five years. Vendors must complete a Past Performance Questionnaire that covers areas such as client relationship, corporate management, quality control, and schedule performance.

The contract is a 100% small business set-aside with a firm fixed-price structure, utilizing NAICS codes 336611 (Ship Building and Repairing) and 238320 (Painting and Wall Covering Contractors). The period of performance is from March 3, 2025, to September 3, 2025, during which the 37.92-ton ferry (measuring 59.9 ft x 22.9 ft) will be out of service. The work will be performed at Mammoth Cave National Park in Kentucky, with specific site locations including the Green River Crossing and a maintenance area known as "the boneyard" within two miles of the river. The project involves comprehensive surface preparation, including sweep-blasting to remove loose paint and rust, chemical etching, and application of multiple coating layers using 9100 Epoxy and moisture-cured urethane. While no specific award value is mentioned, the contract will require detailed environmental protection measures, safety protocols, and coordination with the Contracting Officer's Representative (COR) for water level monitoring and extraction timing.
