Paragraph 1:

The U.S. Department of the Navy's Naval Supply Systems Command (NAVSUP) is seeking responses from qualified sources capable of providing tug services in accordance with the Performance Work Statement (PWS) for the RIMPAC (Rim of the Pacific) exercise. The solicitation includes three distinct performance periods for tug services, and the evaluation will be based on a combination of price and technical acceptability, with the technically acceptable low bid being selected. Interested parties must submit questions by May 6, 2024, and proposals by the closing date of May 13, 2024.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/).

The RFQ number is N0060424Q4043. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-03 and DFARS Publication Notice 20240326.

It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable low bids. Offerors will be determined to be technically acceptable based on dimensions of proposed tugboat meeting minimums specifications outline in PWS and taking no exceptions to the PWS. A submission of a quote will be determined as an affirmative statement that the quoter has the ability to perform and takes no exception to the PWS.

All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
