About this opportunity
The Department of the Navy's Naval Sea Systems Command is preparing a sole-source procurement under the 8(a) program for specialized support equipment (SSE) supporting the 250-KS4 gas turbine engine start system, with responses due November 19, 2026. The pre-solicitation notice, titled "M250-KS4 SSE tooling," was posted November 4, 2026.
The Surface Combatant/Gas Turbines Engineering Branch (Code 424) of Naval Surface Warfare Center, Philadelphia Division (NSWCPD) serves as In-Service Engineering Agent for the Ship Service Gas Turbine Generator (SSGTG). The 250-KS4, also called the Redundant Independent Mechanical Start System (RIMSS), is one of two methods to start the SSGTG and the only means of starting it in a dark ship scenario. The SSE is a prerequisite for Navy intermediate-level (I-level) procedures to replace turbine assemblies at Regional Maintenance Center turbine shops. Those procedures would give the Navy a 250-KS4 repair capability it does not currently have, shorten repair turnaround times, and allow refurbishment of previously unusable carcasses.
The notice is classified under NAICS 332216 (Saw Blade and Handtool Manufacturing) and PSC 5180 (Sets, Kits, and Outfits of Hand Tools).
