About this opportunity

The Naval Surface Warfare Center Philadelphia Division intends to award a Firm-Fixed-Price Blanket Order Agreement for four M250-KS4 (RIMSS) Gas Turbine Engines, part number 23070145, manufactured by Rolls-Royce Marine North America. The Navy plans to conduct a sole source procurement under 10 U.S.C. 3204(a)(1) authority, citing that only one responsible source exists and no other supplies will satisfy the agency's requirements. While the government intends to negotiate with only Rolls-Royce Marine North America, interested parties may still respond to demonstrate their capabilities and interest in the requirement. The procurement falls under NAICS code 333611 with a size standard of 1,500 employees and PSC code 2835 for gas turbines and jet engines. The notice was posted on June 17, 2025, with responses due by July 2, 2025, and interested parties should contact Karen Johnson at karen.g.johnson17.civ@us.navy.mil.

This procurement does not include any set-aside designations and specifically identifies Rolls-Royce Marine North America as the intended sole source contractor. The contract will provide exactly four gas turbine engines, though no specific award value or budget range is disclosed in the solicitation notice. The contracting activity is located in Philadelphia, Pennsylvania, where the Naval Surface Warfare Center Philadelphia Division is headquartered. The government emphasizes that this notice is not a formal request for competitive proposals but rather a notice of intent, and any determination not to compete the contract based on responses received remains solely at the government's discretion. All information submitted will be considered primarily to determine whether a competitive procurement should be conducted instead of the planned sole source approach.
