About this opportunity
The United States Army Contracting Command-New Jersey (ACC-NJ) is conducting market research to identify potential manufacturers for the Modular Artillery Charge System (MACS) M231/M232A2 Load, Assemble, and Pack (LAP) for 155mm Propelling Charges. The market survey seeks sources capable of producing a combined total of M231 and M232A2 MACS charges at a production rate of up to 80,000 units per month, with a surge capacity to 445,000 units monthly. Interested companies must demonstrate past manufacturing experience with MACS or similar products within the last ten years, provide details about their facilities, personnel, raw material sources, and environmental compliance. Evaluation criteria include production capabilities, quality assurance systems, hazardous material handling experience, and comprehensive company information. All submissions must be received electronically by December 16, 2024, with interested parties required to be registered in the System for Award Management (SAM) and prepared to submit additional documentation including DD Form 2345, AMSTA-AR Form 1350, and a Non-Disclosure Agreement.
The pre-solicitation notice does not indicate any specific set-aside designations for the contract opportunity. While no specific award value is mentioned, the contract aims to support Department of Defense requirements from FY26 to FY31. The MACS system is a flexible "build-a-charge" incremental-based system compatible with all current 155mm field artillery weapons, with the M231 charges used for Low Zones (1 & 2) and M232A2 charges used for High Zones (3, 4 & 5). Companies of all business sizes are encouraged to respond, including large businesses, small businesses, foreign-owned businesses, and various designated small business categories. Technical Data Packages (TDPs) are available upon request but are marked Distribution F, requiring strict confidentiality and controlled dissemination. The government emphasizes that this market survey is for informational and planning purposes and should not be interpreted as a formal Request for Proposal.
