About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking to procure four high-fidelity M1087 inflatable decoy sets for the Training Support Center at Fort Riley, Kansas. The decoys are specialized military training equipment designed to replicate expansible vans with precise specifications, including a 1:1 scale representation in solid tan or green color. Key contract requirements include commercial-grade PVC construction with foil/fabric underlayment, weather resistance from -20 to 50 degrees Celsius, ability to withstand 50 mph wind gusts, and rapid deployment within 45 minutes. The procurement will follow a total small business set-aside approach, targeting vendors in the NAICS category of All Other Miscellaneous Manufacturing. The pre-solicitation notice was posted on January 15, 2025, with responses due by January 22, 2025, and the government is actively seeking capability statements from various small business categories including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns.
Each decoy set will include specific components: an inflatable decoy measuring approximately 365" long, 101" wide, and 146" high, weighing around 300 pounds; eight 1.5hp inflation blowers; 48 metal anchoring stakes; a 5kW diesel generator with a 20-gallon fuel tank; and a transit case with multiple handles. The contract is structured as a total small business set-aside with a size standard of 550 employees, using Product Service Code 6930 for Operation Training Devices. While specific award value is not detailed in the documents, the comprehensive equipment specifications suggest a sophisticated and potentially high-value procurement. The solicitation indicates a preference for vendors who can meet stringent technical requirements, including continuous air source, thermal stability, and rapid deployment capabilities. Contract points of contact include Shannon Campbell (Contract Specialist) and Shawn Poyser (Contracting Officer) from the Army Materiel Command MICC at Fort Hood.
