About this opportunity
NASA's Shared Services Center has published a Special Notice for Lunabotics competition support, indicating their intent to award a sole source contract to the University of Central Florida Research Foundation, Inc. The procurement will be conducted under FAR 13.106-1(b)(1)(i) authority, with performance at NASA Kennedy Space Center. The agency has determined that UCF Research Foundation is the sole provider capable of delivering the required Lunabotics competition support services. The contract will utilize commercial items and services provisions under FAR Parts 12 and 13, with a NAICS code of 611310 for Colleges, Universities, and Professional Schools. NASA/NSSC will serve as the procuring center for this specialized educational support effort.
The Special Notice serves as a sources sought announcement to determine whether the procurement should remain sole source or be opened to competition. Interested organizations must submit their capabilities and qualifications in writing by 3:00 p.m. Central Standard Time on September 23, 2025, with oral communications not acceptable. The justification centers on UCF's Exolith Lab being the only NASA-affiliated facility in the United States capable of producing lunar regolith simulants at the required fidelity and volume for the Lunabotics competition. The lab operates as part of NASA's Solar System Exploration Research Virtual Institute (SSERVI) and provides unique research capabilities that cannot be duplicated elsewhere. Responses will be evaluated solely to determine whether competitive procurement is feasible, with the final decision remaining at the government's discretion.
