About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking to replace an existing erbium doped fiber amplifier (EDFA) and integrated optical circulator that is installed in a new airborne Doppler lidar system being developed by the Chemical Sciences Laboratory (CSL). NOAA is specifically interested in the Lumibird PEFL-EOLA laser, which meets the technical requirements for the Doppler lidar system, including pulse energy, peak power, spectral linewidth, and polarization. NOAA is conducting market research to identify any other products that can fully meet these requirements.
This is a sources sought notice, not a pre-solicitation. NOAA is looking to identify qualified U.S. domestic businesses, including small businesses, HUBZone, 8(a), service-disabled veteran-owned, and women-owned small businesses, as well as large businesses, that have the capability and experience to provide the required laser system. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Responses are due by July 30, 2024, and the Government expects to be able to deliver the required laser system within 90 days after award.

This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.
The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Chemical Sciences Laboratory (CSL) is replacing an existing erbium doped fiber amplifier (EDFA) and integrated optical circulator that is installed in a new airborne Doppler lidar system being developed by CSL. The deployment of the airborne Doppler lidar is part of a larger research effort. The CSL requires a pulsed erbium fiber laser (PEFL) amplifier with integrated optical circulator like the Lumibird PEFL-EOLA in order to have drop-in replacements for the current output telescope and scanner interface.
INTENDED USE/PURPOSE:
The Lumibird PEFL-EOLA is specially designed for Doppler heterodyne LIDAR systems, delivering Fourier transform limited pulses with high energy and high peak power. The laser can emit up to 400 µJ energy and up to 900W peak power with a linear polarization, a very high extinction ratio in between two pulses, a long coherence length, and an excellent output beam quality. It is ideal for wind measurement applications such as turbine mounted lidar, windfarm optimization, and wind hazard and wake vortices monitoring. This is the only known instrument that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below.

The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
