About this opportunity

The Defense Logistics Agency Land and Maritime is seeking sources for a future Indefinite Quantity Contract covering thirty-five National Stock Numbers for various mechanical and aerospace components primarily manufactured by Curtiss-Wright/Engineered Arresting Systems. The procurement includes support blocks, water-cooled bars, control valve housings, aircraft parts, gears, sprockets, hydraulic accumulators, tubes, hoses, and electrical components across multiple federal supply classifications. Due to the government's lack of complete unrestrictive technical data for these supplies, the solicitation will be limited to approved sources under 10 U.S.C. 3204(a)(1) authority. Companies interested in becoming approved sources must submit a Source Approval Request package demonstrating their ability to manufacture products equal to or better than the Original Equipment Manufacturer. The market research questionnaire and spreadsheet must be completed and returned to Alex Moller at alexander.moller@dla.mil by July 18, 2025, with commercial item determinations requiring documentation within 15 days of the notice.

This procurement does not utilize any set-aside designations and identifies Curtiss-Wright/Engineered Arresting Systems (CAGE 21439) as the primary approved source for the items listed in the market research spreadsheet. The contract structure contemplates a three-year base period with option years, though specific award values or budget ranges are not disclosed in the pre-solicitation notice. The solicitation covers thirty-five distinct National Stock Numbers spanning various aircraft landing equipment and related mechanical components. Companies have five business days to return the market survey questionnaire, and those seeking commercial item consideration must provide published price lists, unredacted commercial sales history, and proof of public availability within the specified timeframe. The procurement is specifically categorized under Aircraft Landing Equipment (PSC 1710) and Broadwoven Fabric Mills (NAICS 313210), reflecting the specialized nature of the components being acquired.

Notice text

This is a sources sought notice required when using only approved sources under the authority of 10 U.S.C. 3204(a)(1). DLA Land and Maritime is considering a future solicitation(s), and subsequent award, of an Indefinite Quantity Contract (IQC/LTC) for thirty-five (35) National Stock Numbers (NSNs) listed on the attached Market Research Spreadsheet.

This acquisition is for supplies for which the Government does not possess complete unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 3204(a)(1). Please provide any additional sources that may be able to manufacture these items. See attached Market Survey Questionnaire and Market Research LTC Spreadsheet for NSNs and approved sources. Please complete and return directly to the buyer.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. http://www.landandmaritime.dla.mil/programs/altofferor/

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. In order to make a commercial determination, we would need sufficient documentation to support commerciality.

1.    Published price lists (provide location of website).

2.    Unredacted commercial sales history (e.g. invoices showing sales to companies outside of Federal, State, or Local Government). The importance of un-redacted invoices is to assist in providing items have been sold commercially at like prices for like quantities.

3.    Proof of availability or announcement of the commercial items to the general public (provide location of websites).

Sources interested in submitting a proposal on this solicitation should complete the attached Market Survey Questionnaire and Market Research LTC Spreadsheet and return the completed copies to Alex Moller at alexander.moller@dla.mil.
