About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFE) is seeking a portable multi-modal container weighing system for worldwide transportation operations at Spangdahlem Air Base in Germany. The procurement solicitation (FA560625Q2010) requires a man-portable scale system capable of weighing multi-modal containers without material handling equipment, operating on uneven terrain, and independently weighing all four container corners. Key technical requirements include OIML R-76 MAA and OIML R60 approval, SOLAS VGM compliance, weight accuracy within 0.2%, digital readouts via Bluetooth, and a weight capacity of 35,000 kg or 77,000 lbs. The evaluation methodology will be Lowest Price Technically Acceptable (LPTA), assessing quotes based on price and technical capability. Potential vendors must submit their quotes by May 21, 2025, at 14:00 CEST.

The solicitation has no small business set-aside due to its overseas location, and is categorized under NAICS code 333998 for All Other Miscellaneous General Purpose Machinery Manufacturing. The procurement will include multiple contract line items: a container weighing system, service kit, calibration kit, bottle jacks, and single scales. While specific award value details are not explicitly stated, the technical complexity and specialized nature of the equipment suggest a potentially significant contract value. The place of performance is specifically identified as 54 Spangdahlem, Germany, indicating that the awarded vendor will need to deliver and potentially support the equipment at this Air Force base. The procurement represents a targeted solution for precise, portable container weighing capabilities for military logistics and transportation operations.
