About this opportunity

This Special Notice from the U.S. Army Corps of Engineers Engineering District Nashville concerns the consolidation of contract requirements for Crane Replacement, Rehabilitation, and Repairs projects. The Nashville District plans to solicit offers for a Multiple Award Task Order Contract (MATOC) vehicle to complete these projects primarily within the Nashville District's area of responsibility, and occasionally in other parts of the Great Lakes and Ohio River Division.

The purpose of consolidating these discrete construction projects into a single MATOC is to conduct a more efficient competition process among qualified contractors. This aims to limit consideration only to contractors proven to have the necessary skills and experience for similar specialized government projects. Consolidating in this way also reduces overall administrative costs to the government while allowing for more timely site-specific contract awards. The timely awards are intended to mitigate potential longer interruptions to locks and dams operations and reduce risks to employee safety and continued successful operations. The MATOC pool will include both full and open competition with a target of six contracts awarded, as well as a small business set-aside reserve with a target of three contracts. The solicitation is scheduled for release on or around June 2023.

This is a special notice required under FAR 5.205 (g) and 7.107-5 (c), for consolidation of contract requirements.  The Nashville District of the U.S. Army Corps of Engineer plans to solicit offers for Crane Replacement, Rehabilitation, and Repairs primarily located in the USACE Nashville District Area of Responsibility and occasionally within the geographical boundaries of the Great Lakes and Ohio River Division. The Nashville District has conducted market research and has determined consolidation of this procurement is necessary and justified. This requirement meets the specific consolidation requirements identified in FAR 2.102 (1)(ii), requirements of the Federal agency for construction projects to be performed at two or more discrete sites. Consolidating the discrete projects for an efficient competition process between qualified MATOC contractors aids the government in meeting mission objects because it limits consideration to contractors who have proved they have the skills and competencies to meet the specialized government needs for project similar in nature. This limitation reduces overall administrative costs to the government, permits for more timely site specific awards. The timely awards mitigate potential for longer interruptions In work at the locks and dams and mitigate risk to the safety of employees and successful continued operations.

The MATOC pool will be competed as full and open with a target of six (6) contracts, including a small business set aside reserve with a target of three (3) contracts.

The government antcipates release of the solicitation on or around June 2023.
