About this opportunity

The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, is seeking Production Acceptance Testing (PAT) support services for the Long-Range Anti-Ship Missile (LRASM) program. This procurement will be structured as a Cost-Plus Fixed Fee (CPFF) Delivery Order issued against Basic Ordering Agreement N00019-23-G-0002. The agency requires specialized expertise in conducting production acceptance training test event support, with the primary objective of validating missile system readiness for operational deployment. The government will evaluate the capability and qualifications of potential sources to demonstrate the technical knowledge, experience, and requisite data necessary to meet LRASM-specific requirements within the compressed project timeline. Interested parties must submit capability statements, proposals, or quotations by December 18, 2025, for consideration by the agency.

This procurement is being pursued on a sole source basis without set-aside designations, with Lockheed Martin Corporation-Missiles Fire Control (LMMFC) identified as the incumbent and anticipated award recipient. The government has determined that LMMFC is the only responsible source capable of fulfilling requirements, as it serves as the sole designer, developer, manufacturer, and integrator of the LRASM platform and possesses exclusive access to the technical data and specialized knowledge necessary for production acceptance testing support. No specific award value or contract duration is disclosed in this pre-solicitation notice. Subcontracting opportunities may be available through Lockheed Martin's Supplier Wire portal for interested firms seeking to participate as second-tier contractors. The government retains full discretion to modify procurement strategy and makes no commitment to issue a formal solicitation or award a delivery order based on this notice.

Subcontracting opportunities may be available and should be sought with Lockheed Martin via the Lockheed Martin Supplier Wire, a dedicated site for suppliers, at www.lockheedmartin.com/enus/suppliers.html. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
