About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus Fixed Fee (CPFF) Delivery Order to Lockheed Martin Corporation-Missiles Fire Control (LMMFC) for updating classified and unclassified Fly Out Models (FOMs) to support the Next Generation Open Mission Planning System (NOMS). The contract will be pursued on a sole source basis under 10 U.S.C. 2304 (c)(1), with LMMFC identified as the only qualified source due to their unique role as the sole designer, developer, manufacturer, and integrator of the Long-Range Anti-Ship Missile (LRASM). While the opportunity is not set aside for any specific group, all responsible sources may submit a capability statement, proposal, or quotation for consideration. The pre-solicitation notice was posted on May 27, 2025, with responses due by June 11, 2025. The government retains full discretion in determining whether to compete this effort and is not obligated to issue a solicitation or make an award.
Lockheed Martin is the incumbent and anticipated sole contractor for this effort, with subcontracting opportunities available through their Supplier Wire portal. The contract will be executed against Basic Ordering Agreement (BOA) N00019-23-G-0002 and falls under the Guided Missile and Space Vehicle Manufacturing NAICS category (336414). While specific award values are not disclosed, the delivery order will focus on technical model updates for mission planning systems. The government emphasizes that no commitment exists to issue a solicitation or make an award, and any monies expended by interested parties before contract award are at their own risk. Potential suppliers are encouraged to engage with Lockheed Martin through their dedicated supplier website to explore subcontracting opportunities related to this defense-focused technological development project.
